When you create a new route it's in the "Default" region, which has no car traffic on any road. If you change the region to UK you get cars driving on the left side of the road, change it to US and the cars drive on the right side of the road. Open the route in surveyor, click Main Menu, Edit Route, the change the Geographical Region to a country that has left or right traffic.
Not all roads support moving cars - you probably would not want a lot of traffic moving down a single lane dirt track - so some road splines have their ability to carry traffic switched off.
The cars are automatically added to the roads - there is nothing that you have to do. There are some tricks you can use to add certain types of cars to the roads but these are generally for the advanced users.
Roads that are set to carry traffic can have their traffic switched on or off using the Objects and Splines tools in Surveyor.
The button that the red arrow is pointing to will turn road traffic on and off.
