Can you edit Cabon City?

I like the look of Classic Cabon City a lot, and i would like to get cars driving on the roads to make it look more lived-in. I'm not sure how Trainz addons like this work but i doubt i can dedit it. Is it possible though?

Cabon City can be edited if you installed it as an add-on to your version of Trainz and not as a stand-alone program.

The route is then editable just like any other route you have downloaded.
