Can New Rules Be Created for Triggers?

I'm trying to figure out how to make a trigger set the engine that crosses it to stop. It seem to me it has to be made into a rule, but I haven't found any rule such as this, nor have I found one in the download section. It looks like it might take some programming code to make one. I'm not a programmer but I'm interested in going that deep into it. I have some more ideas I could use triggers for, but that's later down the road.

Help, suggestions, comments, and discussion on this matter I'd like to hear.
 
ScheduleAtTrackMark (<kuid2:61392:2001:4> ) is a rule that append to or replace current driver command schedule by a new schedule when a train crosses a trackmark or a trigger.

You can use it to stop a train by scheduling when the train crosses your trigger a schedule including Atilabarut StopTrain command <kuid:131986:150150>.

As you can setup any new schedule, you can also have in your new schedule the stoptrain command, a waitfor xx mn, and a new driving order ...
