Concentrate on trackwork, looking straight down ... don't lay textures, or anything else ... that way you get the most important thing done first ... trackage

Then go on to gradients

Are the track vertexes (spinning circle things at joins) white or yellow? I suspect yours are white. If so find the main menu (surveyor) option for fixed track vertexes. That will make the vertexes yellow and stop the track moving with the terrain. You will still have to get the levels and grades correct, but once they are right they will stay right...
