Automatic horn release at a certain point - how to do it?

Hi,

I'd like trains to use their horn when passing certain sign on a route (in Poland it is the W6a sign like this: http://commons.wikimedia.org/wiki/File:PKP-W6a.svg ). How to achieve this? A rule? A trigger? Thanks in advance!
