They don't rotate. I believe it is

that are the problem

It wouldn't do any good anyway, there are no motors on the axles...!:hehe:

You could try other (Santa Fe) bogeys that are functional, but the rest of the locomotive is built lean also.

They are Paint Shed locomotives. They alias an original mesh & use texture maps(skins) that were made using some part of this process. They were made simple(low-poly), for computers of the times(2000-20004), that could only handle so much...

There are several sources for freeware & payware locomotives & you will probably find what your looking for with tons more detail.
