i'm probably wrong but i think you have to back date your smart signal library to the previous version.
i could be wrong but that's what i did when i was running 12.

The first error is usually fixed by deleting all files in your Cache folder. This forces the program to re-build the cache next time you open Trainz.

I don’t know about the second error.
