AI Train won't go more than 22mph

Hello;
I have a large route in TS2010 SP1 with mainly single track between large yards.
I do not yet have any trackmarks set up, but the southern portion of the line is signaled.

When I set one northbound train at an interlocking near the south end of the line, on a main track, and another southbound about 40 miles north, with two passing tracks between them, I found the following, after giving each train the drive command (quick-drive from Surveyor):

The northbound train would not go more than 22 mph, even though signals were clear. The southbound train was moving at 40mph, which is track speed in that location.

Is there a reason that, despite seeing clear signals, the train would not move at more than 22mph?

For some reason the Northbound train is running under yellow condition which is about half the speed limit. It is hard to explain but you might need to take a hard look at the signaling.

This is definitely a signalling issue. I would make some invisible interlockings in between. Using an invisible track and turnouts, placed over the single track, and some signals in between, this would trick the AI into thinking there's a passing siding where there shouldn't be one.

The invisible track is laid just like normal track, but instead of branching off to the side, it's placed directly on top of the visible track. Instead of using normal switch levers, replace them with invisible ones this way the tracks look like signalled single track.

It's too bad that there isn't a real way to run single track lines. That would make things a lot easier.

The distance between signals can affect the aspect. If they are too close they will sort of fault to red and if they are too far apart they will default to yellow. If you have a significant distance between signals try putting in some intermediary (permissive) signals.
 
There is another possibility - do you have any rogue turnouts(switches) - usually shown with two red arrows and no green arrows. Usually happens when a diverging track is deleted but the turnout didn't auto-remove like it should have done.

I have found that in this circumstance, trains can go at 20-22 mph even when the signals are clear. (It has happened a few times with me). If this is the case, either remove the turnout/switch or move it further up the track to find out if it becomes a normal turnout/switch (usually one or two red arrows and a green arrow)
