2010 Layers Question

My interest in Surveyor lies in creating small model railroad layouts - just one or two boards.

What I would like to be able to do is: (1) create a track layout on a piece of paper, (2) scan it to a digital image, (3) somehow overlay this image on a layer of "something" (super-imposed) on the Surveyor grid, (4) lay Trainz track over this layout image, (5) once the track is laid out, then turn this layer with the track image OFF.

Am I reading too much into this talk of layers in TS 2010?

That's not what layers are for, AFAIK. Layers let you assign objects to them so you can hide those objects at will, so you can place all your fences on a layer and hide them if they get in the way, for example.

What you want to do might be possible, but not using layers.
 
You should be able to do this by creating UTM tiles, which can be imported to TS using one of the 3rd party apps such as Transdem.

Thanks for (1) clearing me up on the 'layers' in TS2010 and (2) the info on how I may use a basemap to accomplish my ends.

One thing layers can do is hide assets while you work on others nearby in Surveyor.
I have been working on a set of crossovers that happen to be underneath a highway bridge.
In TS2009, I had to delete the highway bridge until I had completed the work on the track, but in 2010, I just create a new layer (under Route layer) for roads, place the roads I want to hide on that layer, then hide it. Now I can do the trackwork without having to delete the roads.

That sounds like an interesting way of working, but it is possible to re-combine layers later on so you have one layer for all the 'basic' infrastructure, or will you end up with everything spread over many different layers (and therefore possible fragmented)?

Yes. You are able to merge layers.
