Dick, it would be very helpful if you gave more details in your sometimes obscure questions.
What "2mile / Signal Speed Limiter"?
I could not find anything matching that on the DLS or built-in. One <kuid2:321959:1000:4> ATP Speed Limiter is a session rule that is built-in and lots of DLS items labelled "speedlimiter" that turn out to be just speed signs.
I was under the impression that signals exceeding 2 miles of spacing would slow the train between those signals. It was a difficult problem for me to describe. So the question is: If one of those signals is facing in the wrong direction will it be ignored and the speed thus reduced?
No, signals facing the opposite direction will have no effect on the speed of an AI train.
As I answered in your other thread on this issue, the half-speed slowdown will occur if the AI does not detect a facing signal upto (I believe) 30km ahead.
