2-10-0 Cab mode not working

Well I was playing with SRR 90 when the cab mode only goes to a certain speed but DCC mode goes fine but for the enginespec it is 2-10-0TS12spec I think does that have to do anything with that I just want the 2-10-0's to work good with cab mode but I need the speed to go up more can anyone give me some help?

so it is the speed limit oh well that makes sense now so the train was working its just the speed limit correct?
