It could be understandable if it was $1-5 million over 6 years. But over $100 Milllion! And hardware and software that cannot communicate after 6 years?
I do believe if I lived in Boston that I would be asking for some corporate Firings or resignations.

The fur I think has yet to fly. The "T" has been under a major budget crunch which created service cuts and rate increases. Now that this has come to light, I think there will be more digging to see what else is missing.
