I fixed it by following HML's instructions in this thread. Going back to the old version fixed it.

I have Trainz Plus PC Build 131950.

I am also experiencing extreme lag and stutters since the update, everything worked fine yesterday. Trees now load in every time I move the camera and that causes the lag spike. The setting to load scenery behind the camera is now gone and view distance doesn't seem to matter. Really...
