This is a known issue and already being investigated, so no need to submit a bug report.

When the build is released, the team will release a bunch of Plant Factory assets to use.

This error is usually caused by a modified file in your install, a file that shouldn't be modified. It may be best to re-install Trainz and then update, followed by re-assigning your data folder.
