I figured it out. You need to go into the Settings -> Interface Settings and then change the Camera Behavior to be Panning

As a follow up, is there a way to stop the camera from rotating when I RMB on the screen?

Is there as way to turn off the "momentum effect" when rotating/moving the view? I figured out to use the shift key to slow the speed when rotating but the smoothing/momentum effect literally gives me motion sickness. Is there a way to change the move to be something beside the Right mouse...
