If your implying i didnt add the rule, I did.
If your implying that I just hit add while in the rule edit, theres NO menu.

The only time I've had a problem like this was because of a bad install of SP1 after a reinstall of TRS2006. Did you just install SP1?

Nope ive had trainz installed for a while. Should i reinstall sp1?
Edit: In fact i don't think it's worked since i installed
Edit: Edit: If someone could post a good version of the driver rule maybe on the content server, or a filehost server for me?

Sounds like a corrupt DLL .I recommend back up you maps and custom content then delete the program and reinstall it don't overwrite this may leave the corrupt section intact and further frustrate you.

 Don't uninstall anything...I believe you have to install SP1 into a fresh install of TRS2006...
You could take the time to do all of this & find the rule still doesn't work.
If there is a script or library, maybe it's needed to be installed into the asset folder.

The Driver Setup,<kuid:-16:2025> rule is applied by default to every session and has Adair as the default driver. Do you have this?

No, engines just start out without a driver at all.
Edit: If your talking about the rule in content manger plus, its there. I was looking into it in CCP but I don't know anything about it.

If you don't have the Driver Setup rule and a driver in TRS2006 by default, when you create a new route, then you have a bad installation, probably SP1. The only solution is to save your Local folder, delete TRS2006 totally from you system (including deleting the TRS2006 folder in Explorer) then install TRS2006 and without running it, immediately install SP1, then recopy the Local folder.

Hi Gerbils
As has already been said, your best thing to do would be to re-install your Trainz install. Remember SP1 must be installed before running TRS2006 in any way.
