Start/Stop IC/Conrail

I need help trying to start my diesel engine... I do the 180 turn in the cab to see the panel on the wall, and i turn the switch to Start/Stop and press the black button but nothing happens.. plz help me...

make sure to put fuel in it before you start the session

I have done that....it wont start up on empty as rugrat said.
