How do I get the traffic to move ON the road, not 2 ft above it. Is it the roads themselves, or is that just how it has to be?

Floating traffic is a known Trainz bug. Unfortunately, there is nothing you can do.

You could edit the region, removing the offending cars from the table, if you can figure out which ones they are.

Try to use a road that has a 'grounded' value in the config file of 0.4. This makes the road float to match the cars. If you then lower the road a little, the cars come down too. As Norm says, there are also some cars that float particularly high - these can be excluded from the traffic by using a region that doesn't include them.

Or you could use an Invisible Road and set it a few feet below the real road?

Thanks folks. I'm sure with these suggestions I can find a cure. It bugs me most when the road is near or crossing my tracks, otherwise it wouldn't be that big of a deal.
