help needed with error with exception

hi all

when i try to place some of the industry stations they come up with:
recoverable error:
asset. find kuid:
unable to find passenger in kuid table
available are:
but that is empty

i have checked in cmp and they do not show faulty

i have also checked the config files of some of the working ones
and they show the same kuid number for the passengers

can somebody please explain what i need here
