Does anyone know of a scenario editing program for TRS2004?

Trainz Pro Routes (http://www.trainzproroutes.org)'s SCS (Scenario Creation System). Go into their forum and it's the last forum section. There is also a separate version of SCS for TRS2006 only. SCS automates scenario creation as much as possible. Be sure to read the documentation if you're new to this subject.

Alternatively, explore Miniland (http://members.shaw.ca/paulsid/trainz/Miniland.html), which is an excellent introduction to creating scenarios manually using just a humble text editor progam.
