 I downloaded the set of German signals by author BPanther.
I went to his site to look for instructions without success.
Does anyone know where I might find instructions on usage, placement etc. of these signals (in English)
Thanks in advance.

I suppose you're talking about his "Ks-Signale". Probably these links are useful:
BPanther's homepage: http://trainz.mbremer.de (http://trainz.mbremer.de/) (scroll down for English pdf files)
hjnk's homepage: http://www.trainz-aktiv.de/html/ks-teststrecken.html and http://www.trainz-aktiv.de/html/ks-tut_s.html (unfortunately in German only)
Ks-signals in general: http://www.sh1.org/eisenbahn/shks.htm (in English) and http://en.wikipedia.org/wiki/German_railway_signalling
